Credit 4.4 states that "... must contain no added urea-formaldehyde resins." The requirement to meet this credit states "Provide a cut sheet.....highlighting urea-formaldehyde resin limits." I was looking for clarification as to what constitutes "added" urea-formaldehyde and what constitutes "urea-formaldehyde resin limits." The word "added" seems to imply there is a baseline level of urea-formaldehyde in composite wood (such a particleboard) above which would be considered "added". In addition, the phrase "urea-formaldehyde resin limits" seems to imply again that there is some baseline level (or limit).

Ruling

There is no baseline level of formaldehyde that is permitted. Rather, it is the absence of urea-formaldehyde resins that is required. The language was intended to allow for background traces of formaldehyde that occur naturally in wood. The credit language should say "must not contain urea-formaldehyde resins." The submittal language should require a cut sheet that is highlighted to show the non-urea formaldehyde resin or binder that is present. Applicable Internationally.
