CNG Vehicles for Employees In addition to electric vehicle recharging stations on-site, the City of Hillsboro is proposing to purchase a new fleet of CNG vehicles for many of its government officials employed at the City Hall. To fuel these vehicles, the City of Hillsboro is proposing to join with a private fuel distribution company to build a CNG refueling station a few blocks from the City Hall. By agreeing to provide a base level of CNG customers through the City fleet, the private firm can reduce its risk, make the project economically feasible and make the service available to the general public. Without this perceived subsidy, the private investment will not be made. Based on these actions, we feel the project is entitled to earn an innovation credit for promoting and assisting a viable alternative transportation technology. If this concept is acceptable to the USGBC, the City will provide additional details on the number of vehicles to be purchased, the name of the private firm and other information to support the award of this point.

Ruling

LEED Version 2.1 clarifies how the purchase of alternative fuel vehicles (AFVs) can be included in the LEED application: Purchasing (or long-term leasing) AFVs for 3% of the building occupants and providing preferred parking for those vehicles will earn one point under SSc4.3.
