No. The LEED Reference Guide (formatted version of June 2001) states on page 273 that innovation credits are designed to award "for exceptional performance above requirements set by the LEED Green Building Rating System and/or innovative performance in Green Building categories not specifically addressed by the [system]." As the use of occupancy sensors on task lighting is already addressed by EQ Credits 6.1 and 6.2 and potentially EA Credit 1, the project should add this strategy to those credits first before submitting the same strategy for innovation credit.
