Our project has elements of both new construction and renovation. We are not sure if we are considered new construction or rehabilitation. The existing library (9,547 SF) will be gutted and have all its lighting and mechanical system replaced. There will be a new addition of (6,192 SF) which includes a mechanical basement. Having read CIR Inquiry 0153-EAc11-081701 for EAc1.1, we would like to know if the USGBC would consider using a similar prorated calculation process for new/old project combinations for this credit as well. We are proposing that no new parking will be added for the existing library but to add the local code-required minimum parking based on SF for the new addition. As required by this credit, we will provide for preferred parking for carpools and van pools for 5% of the total occupancy. Would this solution meet the intent of this credit? Additionally, it would be helpful if you would provide a definition for rehabilitation and include it in the next revision of the LEED Reference Guide.

Ruling

Yes, adding the minimum parking for only the new addition meets the intent of the credit. The 5% of spaces dedicated for preferred car/vanpool parking should be calculated using the total occupancy of the building, however, and not just the new addition. Applicable internationally.
