Our project is a new building on a corporate campus that will consolidate into one facility office space for 800 employees previously scattered around the corporate campus. There are no project requirements for additional parking and none will be built since the facility will share use of an existing parking garage on the campus located appx. 300 feet from the new building. The owner would like to provide electric recharge stations in the existing parking facility to encourage use of electric vehicles by either employees or by vehicles within the company\'\'s fleet. As the owner currently assumes that every employee uses one parking space, we propose to provide recharge stations (one 208-240V plug) for 3% of the parking spaces for building employees, or 24 spaces. These will be preferentially located within the existing garage. We believe that this measure meets the intent of credit SS 4.3. The design team is concerned, however, that by retrofitting the existing garage for achievement of the alternate fuels credit, we would have to expand the proejct site area to include the garage (or a portion thereof) for all other LEED calculations. Such an expanded site area would make impossible the achievement of several other credits (urban redevelopment, stormwater management, heat islands, etc.) currently targetted for achievement in our new building. Accordingly, the owner would not pursue SS credit 4.3 in this case. Please confirm that the this project can meet the intent of SS credit 4.3 by retrofitting the existing shared garage facility, and that this credit can be achieved without extending the project site boundary to include the garage when determining achievement of other credits.

Ruling

Adding electric vehicle recharging stations for 3% of the parking spaces allotted to the new building will meet the requirements of this credit. Using an existing, shared facility for parking does not require the project to incorporate a prorated area of the parking garage into the project\'s site area for the purpose of other credits, provided that only the new building is applying for certification, rather than the campus as a whole or the building and the parking garage, and that the site area is calculated consistently for the other credits.
