Our project is on a university campus and would like to achieve the credit on a campus-wide basis. The following questions have to do with the carpool space requirement. 1) Parking is only allowed with the purchase of a permit. Of all parking permits, residential parking represents 17% and commuter parking is 83%. This LEED credit is meant to addresses commuting, and thus it would seem to make most sense to base the calculations on the number of commuter parking permits rather than that of all permit holders, or of all building occupants. May a campus base the calculations on commuter parking permits? 2) The university is required by the city to guarantee that up to 10% of commuter permit spaces can be reserved for carpools (and the university is allowed to reserve and mark the carpool spaces as needed per demand). Can the city\'s requirement be used as a proxy for achieving the carpool space requirement?"

Ruling

Based on the information provided it is acceptable to base the calculations on the "permitted" population instead of the building occupants for achievement of the credit on a campus wide basis where all spaces are permitted. It is also appropriate to use the number of commuter permits for the calculations as opposed to the combined number of commuters and residents. The university is required by the city to guarantee that up to 10% of commuter permit spaces can be reserved for carpools (and the university is allowed to reserve and mark the carpool spaces as needed per demand). Additionally from the description it appears that there are significant measures in place to mitigate traffic and parking concerns for the campus as a whole by the regulatory agency, the City of Cambridge, therefore it is acceptable to use the approach outlined in the CIR to achieve the LEED credit. Within the LEED certification submittal, include a narrative describing the Parking and Transportation Demand Management Plan along with a campus wide map identifying parking and highlighting current carpool/van pool spaces and provide the numerical data that indicates the total numbers of spaces as outlined in the CIR.
