The design team is requesting approval of an alternate compliance path with regards to the location of showers and the location of bicycle racks required to comply with Sustainable Sites Credit 4.2 Alternative Transportation - Bicycle Storage & Changing Rooms in the LEED-NCv2.2 rating system where multiple buildings will be certified as a group; utilizing the optional Application Guide for Multiple Buildings and On-Campus Building Projects (AGMBC). The client is the Federal Bureau of Prisons. The Project is a twenty-four building Medium Security Federal Prison. There are two distinct institutions on this campus, a Federal Correctional Institution (FCI) and a Federal Prison Camp (FPC). For reasons of security, employees arriving to work at the FCI facility are required to park and report to the Administration Building before proceeding to their respective stations. Likewise, employees arriving to work at the FPC facility are required to park and report to the Camp Core building prior to proceeding to their respective stations. The LEED-NC v2.2 Reference Guide requires providing secure bicycle racks and/or storage (within 200 yards of a building entrance) AND provide shower and changing facilities in the building or within 200 yards of a building. The AGMBC indicates that the requirements of SS Credit 4.2 are applicable to each building in a multiple-build project and that bicycle storage facilities must be located within 50 feet of the frequently used entrances. The design team requests a variance from these requirements to be allowed to place the required number of shower/changing rooms for the number of peak users (excluding inmates) at the two buildings that all employees and transient occupants must first report to; the Administration Building and the Camp Core Building. The security standard operating procedure for these two facilities has been provided by the Federal Bureau of Prisons and is as follows: "..all Federal Correctional Institution staff are required to report to the Outside Administration building every day before taking up their duty stations either inside the compound or at any part of the facility outside of the secure perimeter. Likewise, all Federal Prison Camp staff are required to report to the Camp Core building administration office daily regardless of their duty stations on the FBOP property. In both cases all staff personal vehicles will be left at each institution\'s main parking lot. Institutions staff personal vehicles will not be parked on any other part of the Bureau\'s property; parking areas other than the two main parking lots mentioned above are restricted to official institution vehicle use only." The project team believes that this approach does not diminish the intent to reduce pollution and land development impacts from automobile use. An employee or transient arriving to this facility by bicycle will have no disadvantage as compared to an employee arriving by automobile. The design team is not seeking to reduce the number of bicycle racks nor showers/changing areas as required by this credit; we simply need to relocate them to accommodate the government\'s security standard operating procedures. We respectfully request that the USGBC either confirm that our approach is valid for relocating the bicycle racks and shower/changing areas, or provide clear guidance on how our assumptions should be modified to meet the intent of SSc4.2.

Ruling

The project has been identified as a correctional institution and consists of twenty-four buildings on their campus. The design team is seeking guidance on the location of the bicycle racks and shower/changing areas relative to their specific program needs. Based on the government security operating procedures, all employees and transients report to the Administration Building or the Camp Core Building. As access beyond this is secure and controlled, it is reasonable to designate the main "building entrance" for the overall campus as these respective buildings. It is therefore acceptable to locate the required number of bicycle racks for the entire projects within 50 feet of these building entrances and for an adequate number of shower/changing areas for the entire project FTE to be appropriately distributed between these two buildings, rather than scattering them throughout the campus.***Update April 15, 2011: Please note that all 2009 projects in multiple building situations must follow the 2010 Application Guide for Multiple Buildings and On-Campus Building Projects, located here: https://www.usgbc.org/ShowFile.aspx?DocumentID=7987. 2009 project teams should check this document for up to date guidance on all multiple building issues.
