This credit interpretation request is submitted regarding the applicability of the Lighting Controls requirements in ASHRAE/IESNA Standard 90.1-1999 to a non-profit Methodist Church retreat and children\'s medical camp facility. Camp Aldersgate was established in 1947 as a non-profit Methodist camp retreat. Programming at the 120-acre site still includes church retreats and youth lock-ins but since the 70s it establised summer medical camps for children with a variety of medical conditions and disabilities such as muscular dystrophy, autism, cancer and diabetes. It also has year-round weekend respite camps for families and caregivers. The Camp Aldersgate Commons building is a 12,000 square foot multipurpose building consisting of a dining room to seat 250, a small dining/meeting room for 20, a commercial kitchen, ADA over-sized rest rooms and changing areas and a large classroom/ arts and crafts space with moveable partitions. It also has 20 foot deep covered porches on the east and south. Lighting Controls Section 9.2.1.1 of ASHRAE 90.1 states that the use of a single control device for all general building lighting is mandatory. We are providing occupancy sensors in all the bathrooms and for all exterior lighting, however to provide an automatic shut off in the rest of the spaces would be problematic for the unique variety of programs and user groups that use the building at all different times of the day and night. Some of the church groups will be using this facility on a 24-hour basis as well as the medical camps faculty and counselors during the summer. There would be many different users that would not have the knowledge of a lighting override system. As well, the main space has a variety of lighting options on a dimming system to provide for the multiple range of uses that would be difficult to sweep with an automatic control. There is an exception to the interior automatic lighting shut-off requirement for "lighting intended for 24-hour operation." Our question is do we qualify for this exception and what do we need to submit for documentation to demonstrate our qualification.

Ruling

As described the project would not qualify for this exception. The exception is intended for security lighting and facilities that are operated 24 hours on a regular basis. This requirement is a mandatory provision of ASHRAE 90.1-1999 and must be included even when demonstrating compliance with the Energy Cost Budget Method. Compliance in your situation could be accomplished with a simple time clock tied into the lighting panel with an over-ride switch.
