This inquiry pertains to a LEED project that is part of a 5-city block urban redevelopment. A common parking garage serves three of the blocks. The parking garage is considered a part of each building; spaces within the garage serve all three buildings, and with the exception of spaces reserved for one particular retail tenant, all spaces throughout the garage can be used for occupants and visitors of all three buildings. We have placed 6 showers and 150 clothes lockers within this garage, and provided over 150 covered and secure bicycle storage spaces. The breakdown by building is indicated below. Block 1 FTE = 220 Bicycle storage required (FTE * 0.05) = 11 Showers required (bike storage requirement/8) = 2 Block 2 FTE = 860 Bicycle storage required (FTE * 0.05) = 43 Showers required (bike storage requirement/8) = 6 Block 4 FTE = 1070 Bicycle storage required (FTE * 0.05) = 54 Showers required (bike storage requirement/8) = 7 TOTALS FTE = 2150 Bicycle storage required (FTE * 0.05) = 108 Bicycle storage provided = 150 Showers required (bike storage requirement/8) = 14 Clothes lockers required = 14 Clothes lockers provided = 150 As indicated above, our program does not meet the shower requirement. This decision was made after consideration of input by Cycle Oregon, the Portland Bicycle Transportation Alliance, and review of shower/user ratios at several buildings in Portland that have provided shower facilities for bikers, and a review of shower/user ratios at several local gyms. [For example, at one Class A office building in downtown Portland where approximately 1,200 - 1,500 people work at any given time, 60 secure bicycle lockers are provided, and there are 2 showers each in the men\'s and women\'s locker rooms. According to facilities management, the quantity of showers has more than adequately met with the demand.] However, we greatly exceed the secure bicycle storage requirement (108 required, 150 provided) and the clothes lockers required (14 required, 150 provided). Additionally, an equally significant part of this credit requirement pertains to providing a secure showering and changing area; we have greatly exceeded this requirement by providing 150 full-day lockers for bike riders. Question 1. We submit that by providing 150 indoor, secure, private lockers for bicyclists to store their clothing, and by exceeding the required number of secure bicycle storage spaces, we have met the intent of the credit, even though we have fewer showers than the credit requires. Question 2. The shower facilities described above are physically located beneath one of the buildings, but within the parking garage that is considered a part of each building by the way parking is allocated throughout the garage; by the fact that each building\'s core elevators descend to the parking garage and thereby provide direct entry to each building, and by the fact that all three buildings contribute proportional financial shares to the development and management of the garage. We propose that due to these conditions, we meet the 100\' radius to the perimeter of a building requirement, even though the showers may be more than 100\' from the perimeter of the street level exterior of the buildings since, by virtue of being in the enclosed underground garage that has direct entryways to each building, the showers are, in fact, within each of the 3 buildings.

Ruling

While it seems reasonable to poll your local community on bicycling habits, the LEED standard is fixed at a rate that applies to all projects independent of vicinity. As LEED is currently written, one shower facility must be provided for every eight bicycling occupants. As you point out, your project does not meet this requirement even though you have greatly exceeded the lockers required. As described in your credit inquiry, your project will not achieve a point for this credit.
