We are attempting LEED certification of an addition to an existing facility. Do we use the population of the entire facility to calculate parking capacity and carpool requirements? Related to this, the reference guide only talks about FTE and \'workers\'. How are 9-12 grade students counted in full time occupancy for credits 4.1 through 4.4 as not all will drive, many are bused, and some participate in senior 1/2 day work programs? There is no clear previous credit interpretation that I could find that addresses how credits 4.1 thru 4.4 apply to a K-12 school. How is parking capacity calculated, as most schools are exempt from any local parking ordinances and in many cases none exist for schools in the first place? What portion of the student body counts when calculating bicycles, showers, and carpools?
The CIR proposal has asked a number of different questions relating to this and other components of SS credit 4. We will address each of the questions individually: 1) The project occupancy for an addition to an existing facility should be calculated using a consistently defined project boundary across all credits. Occupants for buildings that fall outside of the defined project boundary should be excluded from these calculations. 2) Previous CIR rulings for SSc4.4 (dated 9/8/2004 and 4/28/2003) provide guidance for determining appropriate parking requirements in the absence of specific zoning standards. Project teams should utilize the Institute of Transportation Engineers (ITE) "Parking Generation" study (at www.ite.org) from 2003 as the benchmark standard, and the credit can be earned by providing 25% less parking spaces than the applicable statistic for the building\'s function(s). Please note that the project team also must demonstrate that the credit\'s requirement for preferred carpooling spaces has been met as well. 3) Previous CIR rulings for SSc4.2 (dated 8/7/2002 and 8/17/2001) note that transient (student) occupancy is required to be included when calculating bicycle storage capacity. Full-time staff (or staff FTE), however, may be used to calculate shower/changing room requirements. For this calculation, transients are to be defined as visitors to the building for less than 7 hours. Applicable internationally.
