The question relayed to me by the mechanical. Electrical and plumbing engineers for the 46,000 SF Physical Fitness Center- Barksdale AFB is whether exceeding ASHRAE 90.1 by X percent means exceeding each of the 4 parts of the ASHRAE standard, Lighting, Envelope, Service Water Heating and HVAC by at least X percent on an individual basis or that the average of all four is the X percent reduction. As you can imagine for example if: Lighting is 0% reduction Envelope is 20% reduction HVAC is 5% reduction Water Heating is 15% reduction The average would be a 10% reduction. If each has to be at least 10% both Lighting and HVAC disqualify the building, and the extra effort on Envelope is wasted for the sake of a LEED point.

Ruling

The prescriptive performance path for energy compliance is based on the total energy consumption of a reference building. The building energy budget must be reduced by 20%. Applicable internationally.
