I am a homebuilder in central PA, building 40-50 homes per year. I want to get involed in some sort of "green" home construction. There is little municipility or industry interest in the area. There are a number of green building home rating systems you could use as a reference: The City of Austin Green Builder Program, City of Issaquah, WA Evergreen Builders Guide, Build a Better Kitsap County (WA), Build a Better Clark County (WA), Energy Smart (Portland General Electric, OR), HBA Geen Builder Program of Colorado, EPA Energy Star- Residential Guidelines, the Million Roofs Program and the proposed system by the NAHB.
