Description: The University of Oregon\'s new Lillis Business Complex replaces a facility built in 1951. The building site is in the heart of the historic campus. The business school made a conscious decision to rebuild on the same site due to its central and prominent location, access to Campus Library and Computing Center, access to shopping and residential areas, and relationship to mass transit. The alternate site was located on the west side of campus, removed from the academic heart of campus and adjacent to student dormitories. The design accomplishes the following: - Increases density of historic campus (133,200 sf vs. 44,750 sf) - Preserves open space and historic trees - Reinforces existing Memorial Quadrangle axis - Reinforces the relationship to historic "Dad\'s Gate" and Memorial Quadrangle - Improves pedestrian circulation and access - Preserves and renovates two adjacent historic buildings - Repairs site elements related to pedestrian access, landscape and storm drainage - Preserves undeveloped land for other campus related developments Question: Can areas of campus that have been identified as "Designated Open Space" be considered "undeveloped public area" and therefore not be included in the density calculations? The campus Land Development Policy reads as follows: Preservation of this organizational framework requires that the open spaces in quadrangles, malls and view corridors be protected from encroachment. For this reason, no development shall occur in the significant open spaces identified on Map 2.

Ruling

The LEED Reference Guide provides guidelines on how to calculate this credit. It instructs project teams to exclude roads and right-of-way areas as well as parks and water bodies from the calculations. Based on the information stated in your inquiry, it appears your campus open space can be treated as park space and excluded from the development density calculation.
