EPA has created special regional Builder Option Packages (e.g., Hawaii, Pacific Northwest). Can projects in these regions satisfy EA 1 by meeting the requirements in the appropriate regional BOP?
Ruling
The regional BOP satisfies EA p 1.1, however projects must still either follow the EA performance path or prescriptive path. If taking the prescriptive path, all prerequisites must be met.
