SS 1.1 (a) requires the stockpiling and protection of topsoil. In mass graded subdivisions, builders are frequently building on lots brought to rough grade by a developer who is not the builder. The soil used to achieve rough grade is not topsoil. If there is no topsoil on the site and the original developer did not stockpile the topsoil for reuse, how is this prerequisite to be met?

If a landscape architect, soils expert, or other qualified individual will attest that there is no topsoil on-site before the project breaks ground, then part (a) of this credit is not applicable. However, if there is topsoil on-site, the project team should work with the developer or contractor that does the rough grade to ensure that this top soil is stockpiled and protected. If this is not achievable (e.g., the site was rough graded long before the project decided to pursue LEED for Homes), the project team should submit a project specific CIR.
