The requirement related to water heaters could be satisfied in one of the following alternative ways, if a project is unable to install a drain: 1) Install tankless water heater; 2) locate water-heater so it is not in or above the living space; 3) install an engineered system with a leak-detector and an automated supply valve, so when a leak occurs the water is automatically shut-off.
