SS 7.3(a) in the LEED for Homes Mid-rise Rating System requires the provision of low-emitting and fuel-efficient vehicles for 3% of the total vehicle parking capacity and provide preferred parking for these vehicles. According to the guidelines, low-emitting and fuel-efficient vehicles are defined as vehicles that are either classified as Zero Emission Vehicles (ZEV) by the CA Air Resources Board or have achieved a minimum green score of 40 on the ACEEE annual vehicle rating guide.
Can a project earn this credit by meeting the requirement, but providing vehicles that meet the CARB Partial Zero Energy Vehicles (PZEV) and Ultra Low Emission Vehicles (ULEV) criteria?

Ruling

This credit may only be earned if the vehicles provided meet the requirements and are either classified as Zero Emission Vehicles (ZEV) by the CA Air Resources Board or have achieved a minimum green score of 40 on the ACEEE annual vehicle rating guide. Some PZEV and ULEV vehicles do score a 40 or higher on the ACEEE annual vehicle rating guide, and these vehicles can be used to satisfy the credit requirements. However, PZEV and ULEV vehicles that do not score a 40 or higher on the ACEEE annual vehicle rating guide may not be used to satisfy the credit requirements.
