non-scope considerations and exclusions in ASTM 1527

ASTM 1527 lists several non-scope considerations in section 13.1.5 L(ist of Additional Issues), including Asbestos-Containing Building Materials, Mold and Radon, among others, along with language that this list "is not intended to be all-inclusive".  My question is two-fold: (1) to confirm that ESA activities that do not address these elements would comply with 1527 and thus the LEED pre-req; and (2) to ask about additional exlusions (beyond what it is enumerated in 1527, for example "abatement documentation" - but I am also interested in the general case of any given exclusion, presumably for a good reason, even if risk on the part of the ESA professional), and whether that would jeopardize an ESA in a LEED review.
