We are working on a core and shell office building. The entire floor plate is divided into smaller office spaces and is served by ceiling suspended units connected to a central plant. These ceiling suspended units are provided with Variable frequency drives. The ducting and distribution is in tenant scope. What is the minimum flow ratio to be considered in this case? Can we consider it as a VAV system and 0.3, identical to base case as in the case of AHU?

Yes, you should model the minimum flow rates identically to the Baseline case (whether 30%, or 0.4 cfm/sf, depending on system type).
