Dimmed Fixtures & Demande Response

We are designing an Assisted Lighting project, where many of the common areas will be dimmed by about 40%.  What happens when we receive a DR signal?  Since we're already dimmed, will the DR signal have any effect.  Also, we assume that Dwelling Units are excluded from the DR requirement?  What about vehicle charging stations?
