Can the process load cost be considered as unregulated energy use for PCIt calculations?

Yes process load energy use is unregulated energy use. Note that the full PCI calculation relative to compliance is contained in Section 4.2.1.1 and that the note in Section G1.2 indicates that all energy use associated with the building must be included.
