The intent of the Credit is that the project has access to diverse uses outside of its project limits. However LEED has in the past allowed inclusion of services from within the project. Best that you ask your LEED Coach.

I have been reminded of the rule a few times, too, that the services must be accessible by the general public. The only exceptions I'm aware of are for military bases where everyone within the base (including visitors) must have access, but they do not have to be accessible by the general public b/c of the security issues.
