Schools-NC-v4.1 EQc2:Low-Emitting Materials

LEED Schools v4.1 - Low Emitting - Materials applied outside the building envelope?

Do ALL mateirals (adhesives, insulation, coatings, etc.) applied even outside the building envelope need to meet VOC and CDPH criteria?    Things like PVC or EPDM roof membrane adhesives?  Anti-corrosive paints used on exterior railings or stairs?  Polyiso insulation used as part of the roof package?  Please clarify.  Thank you!

The Credit language for N, SC, Schools, etc, states "use materials on the building interior (everything within th ewaterproffing membrane) that meet the low-emiting criteria..." The LEED v4 reference manual has diagrams that illlustrate this.

Thank you - So fireproofing, if dry-applied, does not count, correct?
