EV parking space distribution

Our project has both employee parking and visitor parking. LEEDv4 specified that EV parking needs to be "distributed proportionally among various parking sections (long-term & short-term", yet I do not see this specification in LEEDv4.1. 

Does anyone know if EV parking spaces must be proportionally shared between long and short term parking, or do we have the liberty of favouring one one over the other?

With all the v4.1 updates (7/2020), I assume that the text provided in the 4.1 guide only outlines the summary, especially of any change, and the remaining typical content of the guide still lives with the full v4 document and should be used. In other words, the v4.1 content is the exception to the full content of v4. This was much better stated in the 1/2020 v4.1 update. I find the 7/2020 version to be a hot mess in general.
