What is the certificate of occupancy

In this credit is mentioned "Planned stops and stations may count if they are sited, funded, and under construction by the date of the certificate of occupancy and are complete within 24 months of that date".

What is the tje certificste od occupancy? Could you please give me some informations on that?

In the US, a Certificate of Occupancy is a legal document that indicates a building has completed construction, passed all inspections, meets all the necessary regulations, and can be used or occupied. Different countries will have different terms or requirements, but the credit is looking for the date when  the LEED certifying building is legally complete and open for business.
