is the acquisition of certificates (EECS-GO in my case) necessary also for On-site renewable energy (Tier 1) that is going to be consumed by the building itself?

The environmental attribues represented by such certificates must be retained or replaced for on-site renewable energy systems. So the answer to your question is maybe. If the renewable attributes were not retained then yes, if the renewable attributes were retained then no.
