Entryway mats stairs / staircase

Our project has a staircase in front of the entrance. The clearance between the entrance and the stairs is less than 3 meters (about 1 meter).

Should we install mats on the steps of the staircase in case we can't install mats indoor?

Can we leave the edge of the steps without mats for anti-slip threads?
