One thermostat more function

Dear All,

I'm wondering as typical on our market, a thermostat controls a zone with fan-coils, and occupants can change the temperature but also separately the fan speed eg. air-speed(?).

So for example there are 6 people in a room, with an openable window, and a thermostat with the ability to change the temperature and fan speed.

Does that fulfill the 50% control?
