All the guidance I can find says to "provide documentation of project-specific rates" or the facility's annual average rate. I cannot find info on what kind of documenation would be required for the project-specific rates. Are they looking for haul tickets, or just a letter from the facility? Anyone successfully tried this approach? Thanks!

Hi Erica. For commingling, we have used the facilities annual average rate in the past. The facility has provided us with haul tickets with their statement of the facility average noted and this has been acceptable. Alternatively, I have seen some state and local authorities provide websites that you can go to and view a specific vendor's average rates. This documentation should be acceptable to as the recycling rate must be state or locally regulated.
If we are able to provide facility annual average & local authorities verification and if the facility visually (not sure if visually is acceptable, if not acceptable, what are the options to provide material breakdown in a commingled dumpster?) provides the breakdown of materials in each haul, could we use commingled waste as multiple waste streams?

Commingled waste is only one waste stream. When they talk about project specific diversion at the facility level, they mean that the load would be dumped at the facility as soon as it arrived and would be sorted and weighed. This is rarely what happens. Most often loads that come in are aggregated in a big pile throughout the month and then sorted and weighed all at once. This is why you use the facility diversion rate percentage for diversion and for the backup. You can use demo to provide additional waste streams or you can strategically have additional bins when certain scopes of work are generating waste like drywall. But commingled is only one stream.
The project I am working on sent demolition debris to a commingled facility and paid the extra to have project specific diversion rates. They have provided photos of each load dumped on site and calculated the estimated percent of various waste streams included. I know that commingled can only be used as one waste stream type, that is not an issue as we diverted other items as a single source.My question is about filling in the v4 calculator. There are 25 tickets, one per load, each has a slightly different percentage for diversion. It averages to 95.16% diversion. I propose totaling the tickets and using this average amount in the calculator and including an additional tab in the worksheet with the detailed information. I will upload the 25 reports as documentation. Does this approach seem acceptable?
