Can a regional soil be the reference soil instead of the existing soil on the site

We have a project with existing green areas. The existing soil is some type of mud soil not suitable for the new green areas. The project will import new soil, typical soil for the region, for the green areas that we will test. My question is if the existing soil, not suitable for the green areas, must be the reference soil and tested or if it's enough to show that the imported soil have the same characteristics as a regional soil?
