Can I use a mezzanine in MRF to add floor area?

I have a question regarding MRF, the minimum size calculated for the MRF is 47 sqm. Now, my project relocates their MRF in an area below the minimum size we reuire, their new area is 44 sqm. Can I use mezzanine to suffice the minimum size we require? Thanks
