Occupancy within the Minimum_IAQ_Performance_Calculator

For the occupancy within the Minimum_IAQ_Performance_Calculator, should this be based on maximum occupancy or general occupancy. Could using the maximum occupancy risk over sizing equipment, which in itself is not very sustainable?
