Do we have any idea of what qualifies as "car share" program under option 3? We are helping design a buildnig on a golf course and there are vehicles for employees to use around the facility. This is a car share program but not necessearily intended to be used off campus. Any idea of somethign like this would qualify or is the intent to be primarily an car sharing program for people to run errands off site (like zip car)?

I am going to take this one step further. Does carpooling count as carshar? Does reserving prime spaces for carpoolers achieve the credit?

Carpool spaces are not the same as car sharing. Car sharing is a specific service that offers vehicles for use on a short-term basis.
The original v4 (and previous versions) had the reservation of carpool spaces as a requirement in combination with reducing the quantity of spaces; this was removed for v4.1.
