NC-v4 WEc1:Outdoor water use reduction

Outdoor Water Use Reduction - Establishment Period

For Outdoor Water Use Reduction - when targeting 'Option 2: Reduce Irrigation', does LEED v4 or 4.1 allow for an establishment period with potable water or can potable water not be used at all? I've been searching through LEED Online and the reference guide but cannot seem to find information clarifying this.

Potable water is fine to use during the establishment period. You just have to confirm that whatever application method being used is not permanent.
