Simple buildings with only restroom fixtures and irrigation

I have this question for several university projects: the only water interior use in the buildings is restrooms. Therefore, the building water meter is already metering the entire interior use, and the only system that can be metered.

Irrigation supply is, in one case, from the buildng water suply and can be metered at the connection point, but in the other is on a master campus irrigation system, and the team proposes to sub-meter the supply as the pipe enters the project site. 

Can these projects earn this credit?

Oops, I forgot to mention that the projects are using insta-hot systems in each restroom so hot water cannot be separated out as a system.

Hi Susan, I think that your approach will work. The credit language explicitly allows teams to deduct indoor plumbing fixture use as a metered end use, and because they are the only systems using water on the building meter they are by default submetered. Installing the submeter on the irrigation supply to the building will satisfy the second metered system required for one point.
