NC-v4 EAc2:Optimize energy performance

Economizer for VRF and other systems as per ASHRAE 90.1-2010 requirement

when working With Roof Tops machines and commercial split system or water chiller with air handling units I consider the economizer is required as per ASHRAE section 6.5.1, is this correct? 
when VRF is heat recovery or heat pump is economizer needed? and if so, is using a heat recovery system for outdoor air injection a way of meeting this requirement?

See Section G3.1.2.7 for exclusions and exceptions. If this does not apply then yes economizers should be included in the baseline systems. Economizers are not required in your proposed design since this is a prescriptive option and not a mandatory provision.
