Continuous vs Intermittent Exhaust Rate

We are working on a high rise apartment job following ASHRAE 62.1. We have dedicated Heat pump for all dwelling unit and dedicated remote exhaust fan for toilet/kitchen. We are thinking of interlocking exhaust fan with Heat pump so can we consider low exhaust rate assuming it as continuous operation? or do we need to go with intermittent?

Similar issue on a multifamily project - but how do you address the outside air ventilation rate?  Is there a dedicated outside air source for each apartment, or are you using the heat pump system to push the OA?  Is the heat pump within each unit or a central ducted system?  Natural ventilation with windows cannot count as the outside air source in ASHRAE 62.1.  Does 62.2 work better for multifamily under LEED v4.1?
