Contract betwwen Project Owner and GBCI?

Hi, 
I have just registered a new project (LEED v4 BD+C New Construction) but the Project Owner cannot pay registration fees to GBCI, due to the lack of a contract. Any payment made by the Project Owner company must be made against a contract, mentioning the name of the project, objectives, costs, and signed by both parties. The Certification Agreement clearly does not meet these criteria.

How can we sign such a contract with GBCI?

Anyone can pay the fee. We often do so as a consultant and get reimbursed.

Make sure the impending contract will have the ability to get reimburse for the LEED fees (registration and review fees).  Once the contract is signed you can have the Owner review and sign the Certification Agreement.

Hi, thank you for your answers.
We, the LEED consultants, might have the same issue as the Project Owner. This is due to our location outside of the US. Local authorities require any international payment to be justified by a contract, describing the project, scope of services etc. 
We can definitely draft a simple contract comprising the key information, include the Certification Agreement as an appendix, and send it to GBCI. 
Would they ever accept to sign such a contract?

When you register a project you are purchasing certification services. There is an implied contract in the purchase itself. You give them money to register and they give you access to LEED Online. That is all you are really buying with registration. I'm not sure that GBCI would sign something but I suppose it can't hurt to ask.
