As our C&S spaces are a future build out we have to predict what the fan power in our FCUs will be. We have manufactures data for all the potential FCUs that could be connected to the condensing units that we have included in the design. This data provides the worst case scenario fan power for each FCU type. We want to confirm that we can use the average of this data as opposed to the worst performing single unit. The average of all the FCUs is better performing than the ASHARE baseline, however there is one single FCU type that is worse performing than the ASHRAE baseline. Are we able to model per the average or only worst case?

Sine the systems have not yet been designed you should match the baseline values. You could probably make a case for using the worst case as this may produce a conservative result. I see no rational for using the average.
