Trying to locate information

Efforts to address the water systems in healthcare facilities which are designed to conserve but causing the massive increase in infection and deaths [low flow, low temp, stagnation]. Is LEED for healthcare going to exempt hospitals from the water savings requirement so that deaths will be prevented?
