Hello Leilanie,
For v4 ID+C:CI projects, Green Cleaning Policy is just regular innovation credit. You do not need to register for Pilot Credit. You can just provide the policy and Innovation form attempting this INc strategy. (refer here for more guidelines for policy - https://www.usgbc.org/credits/commercial-interiors-retail-commercial-interiors-hospitality-commercial-interiors/v4/om-v4-1)
