I noticed in the LEEDuser commentary that the credit calculations need to include parking outside the LEED project boundary. Does this addition area get added to the area to of the LEED project boundary to create a total project site paving area?
I don't believe the owners/tenant area actually leasing any additional parking, but there is adjacent parking available beyond the LEED project boundary that can be used, if needed. The owner/tenant the project have an agreement to share their parking spaces to support both businesses and residents. Should this potential "overflow" parking still be included in the total site paving area?

It looks like 4.1 continues having parking outside the LEED boundary included in the parking counts for credits such as Electric Vehicles & Reduced Parking Footprint, but excluded from the site areas for habitat, open space, rainwater management, heat island, light pollution credits.
In your case, you wouldn't need to include that area in your LEED boundary or total site paving area, and since it not leased or owned by the project it might be optional whether you include it or not in your parking counts.
From LT CREDIT: REDUCED PARKING FOOTPRINT:
"The credit calculations must include all existing and new off-street parking spaces that are leased or owned by the project, including parking that is outside the project boundary but is used by the project. On-street parking in public rights-of-way is excluded from these calculations."
And from the v4 Reference Guide Introduction, MPR 2 Must Use Reasonable LEED Boundary (August 2019):
"Facilities (such as parking lots, bicycle storage, shower/changing facilities, and/or on-site renewable energy) that are outside of the LEED project boundary may be included in certain prerequisites and credits if they directly serve the LEED project and are not double-counted for other LEED projects. The project team must also have permission to use these facilities."
