Baseline for Manufacturing facility energy usage...

We are dealing with a manufacturing facility that has energy intensive process loads.   Is there a standard way to establish a base case for manufacturing process loads?   

How does one represent energy optimization for manufacturing facility?

The process loads are modeled identically in both models. You can attempt to claim saving through the exceptional calculation method. In that situation you must justify your own baseline.
