Homes-v4 SSc1:Heat island reduction

Using Concrete as a material for reducing Heat Island

Can Concrete be used as a material on site for reducing the heat island.  The albedo or SR index seems to be quite high, so it stands to reason it would be accepted but I haven't found a definitive answer.  Help would be very welcome,
