SCAQMD 1168 and CDPH v1.1

If a product meets the SCAQMD 1168 rule, does that mean it passes the requirements of CDPH v1.1?

No, they are different. To 'way over-simplify, the SCAQMD 1168 rule is based on the volume of VOCs in the product as mixed; the CDPH chamber test measures the volume of VOCs off-gassing from the material over a fixed period of time in a sealed chamber.
