Treatment of District source water loop for heat pumps

I have a building that is using water source heat pumps for cooling and heating. They are connected to a 2 pipe campus source water loop that has a boiler on the heat addition pipe and a cooling tower on the heat rejection pipe. Would it be possible to follow Option 1 Path 1 (90.1-2010 Appendix G) for this with the boiler/heat addition pipe modeled as purchased HHW and the cooling tower/heat rejection pipe modeled as purchased CHW?

Yes that would be the correct way to model Option 1 Path 1 in your scenario, assuming the simulation program can model it.
