Sun Shades as "view-preserving automated shades" and north-face glazing - Option 2: Prescriptive

Currently the VLTxWFR values for each regularly occupied space is higher than 0.18

However, based on the spreadsheet, those spaces with high VLTxWFR can still be included in the total daylighting area if they are provided view-preserving automated shades.  The floor areas pointing southward have sun shades in the form of external wire louvers that are placed above the external windows, these shades are installed in a way to limit glare from the sun depending on the time of day.  Since these shades reduce glare without manual controlling anything because of their position, could they be considered as "view-preserving automated shades"?

Also, why can't the Option 2 section of the spreadsheet account for orientation of the glazing?  North-face glazing doesn't have the sun facing down on it, so shouldn't there be some leniency for north-facing windows with the VLT values?
