I have following question:
Is it possible for the credit Otpimize enetgy performance to count PV panels that are located outside the LPB?
As far as I know for the credit Renewable energy PV panels count outside the LPB, right?
Does the same apply for the credit Otpimize enetgy performance.

Yes PV production outside the LEED project boundary can be used under certain circumstances. There are some restrictions related to proximity and ownership which are spelled out in a a LEED Interpretation and also the Reference Guide I think. Yes it can also count toward the Optimize Energy Performance points.

Could you please send me the link for the LEED Interpretation? When I was reading the credit it is mentioned "on site renewable energy" and it was not clear to me, if it could be places out the LPB.

I don't recall the number so I would have to search for it myself. I find the best way is to use Goggle and search for LEED Interpretation followed by some key words.
