CI v4.1 BPDO-EPD credit - Exemplary Performance point for 20 EPDs?

For an NC/CI v4 project an Exemplary Performance point can be earned if the 20 EPD threshold is doubled to 40.  Substitution of CI v4.1 PDO-EPD credit drops the EPD count to 10.  So, if we have 20 EPDs, would that net us an Exemplary Performance point?
