Our retail project consists of sales area available for visitors/staff and office/administrative part available only for stuff. The investor want to put collection bins for recyclables in office/administrative part which will be available for regular occupants. The bins for visitors will be located outside the sails area in the mall (but still close to the sales area). Please confirm if the solution is correct since the visitors will buy clothes and will not generate any waste connected with the sales area operation. All waste generated on the certified area will be collected and segregated by the stuff.

That sounds like a reasonable response assuming there are no waste bins on the sales floor (supporting proposition of no waste generation on the sales floor). The staff would have access to waste and recycling bins in the administrative area, and shoppers would have access to waste and recycling bins in the mall common areas, thereby meeting the prerequisite's intent. (The reviewers may request data demonstrating the shared mall recycling facilities are adequate for the whole building.)
